NSF under probe for vape-related offences in Sengkang

The man, who was seen loitering outside a Sengkang HDB flat for close to half an hour, has been referred to the Health Sciences Authority.

SINGAPORE – A full-time national serviceman (NSF) is under investigation for vaping offences after he was caught on camera in Sengkang, looking unsteady on his feet and stumbling.

The police, in response to queries, said they got a call for assistance at Block 452A Sengkang West Way on April 2 at about 1.30am. They later seized a vaporiser – also known as an e-cigarette – and a vape pod at the scene.

A 28-minute CCTV video of the incident, taken by a resident, was put up on the online pages of media outlet Stomp.

In the video footage, a man in a beige T-shirt can be seen taking puffs from a device and stumbling down the corridor before trying to enter a flat.

However, he appears to not have the keys to the flat and is unable to get in.

He appears unsteady on his feet and falls down, then gets up and continues to loiter along the corridor for about 30 minutes.

About 27 minutes into the video recording at 1.50am, two police officers show up, based on the timestamp.

They ask the man for his address, but he appears to have trouble remembering. He is also stuck when asked for his identity card number.

The police ask him if he stays on the sixth floor. The NSF says he stays on the seventh floor. The police tell him he is on level six. He later leaves with the police officers.

Responding to queries, a Ministry of Defence (Mindef) spokesman on April 24 said the man is an NSF with the Singapore Armed Forces (SAF) and that he has been referred to the Health Sciences Authority.

The spokesman said: “Mindef and SAF expect all personnel to uphold high standards of discipline, and adopt a zero-tolerance policy towards the possession and use of vaporisers as well as prohibited substances.”
